Frank Mulligan is the Country Manager for Accetis International and the founder of Talent Software and Recruit China.

Headquartered in Paris, Accetis International is an executive search firm with a network of 9 offices in Europe, Asia and North America. Talent Software is a 30-person Shanghai-based RPO provider which Frank built up using China’s first bi-lingual ATS and testing solution.

He has lived in China for over 12 years in both Beijing and Shanghai. Before starting Talent Software, Frank was the Chief Representative of Norman Broadbent Executive Search in China, 1st Sec. (Commercial) for the Irish Embassy in Beijing and Strategic Planning Manager, Siemens Ltd. China.

Originally from Ireland, Frank began work in his home country in the early 1980s as an Engineer in the emerging computer industry, and held IT hardware related positions with Siemens-Nixdorf, NEC and other computer and communications companies.
